The Reverend Theodore Casper Gall was born in Racine, Wisconsin on November 9, 1952, and was baptized at Immanuel Lutheran Church (LCA) in Racine. He graduated from Case High School, Racine in 1971. After attending Wartburg college (ALC) in Waverly, Iowa, he received his Bachelor of Arts degree in Religion in 1975. He enrolled in Concordia Theological Seminary, St. Louis, MO (LCMS) and graduated in 1979 with a Master of Divinity degree. (His year of Vicarage was spent in Zion Lutheran church, Bismarck, ND under the supervision of the District President, Rev. Dr. A. Reimnitz.) Rev. Gall is currently finishing his Doctorate from Concordia, St. Louis. On June 25, 1977, he married Ruth March at Atalissa, Iowa. Their son, Timothy, was born January 30, 1987.
Rev. Gall served a dual parish in South Dakota from 1979-1981: St. Paul Lutheran Church, Draper and Messiah Lutheran Church, Murdo. There he also served on the Board of Directors for the South Dakota Lutheran Social Services and as Pastoral Counselor for the Zone Lutheran Women’s Missionary League. He was a volunteer Chaplain for the Jones’ County Highway Patrol.
From 1982-1987, Rev. Gall was Pastor of Messiah Lutheran Church in Mandan, North Dakota. He was Pastoral Advisor to their Zone Lutheran Women’s Missionary League and the Pastoral Advisor to the Circuit Lutheran Youth Fellowship.
He was also Concordia Publishing House’s representative for presenting Vacation Bible School curriculum workshops for the area. Lutheran Social Services for North Dakota had him on the Board of Trustees for four years. Rev. Gall also served his community as a member of the Lion’s club and as a volunteer Chaplain with the Mandan Police Department and the Morton County Sheriff’s Department.
Rev. Gall relocated to Illinois in 1987 and served Bethel Lutheran Church in Morton until 1991, helping the congregation implement evangelism, spiritual gifts, assimilation and Stephen Ministry. He presented workshops at the District’s Great Commission Convocation.
Before his installation here in 1991, Rev. Gall had been Senior Pastor at Immanuel Lutheran church in Springfield, IL. He has enjoyed working with the Central Illinois District Lutheran Laymen’s League as their Pastoral Advisor. He assisted Lutheran High School in Springfield on the Board of Directors and the long-range Planning Committee. He is currently the chairman of the CID Stewardship Commission and is also serving as the secretary of the District Board of Directors.
Rev. Gall was installed as Senior Pastor of St. John’s Lutheran Church, Effingham, IL on June 2, 2002.
